Put the rack in the upper third of the oven and preheat it to broil.
Combine all dressing ingredients in a dressing bowl or Mason-style jar.Set aside.
In a large bowl, stir broccoli and vinaigrette, coating well.
On a parchment-lined baking sheet, spread the broccoli and drizzle with the dressing left at the bottom of the bowl.
Cook the broccoli under the broiler for about 8 minutes, turning them frequently. Broccoli should be slightly blackened at the ends and the stem should be slightly tender while remaining crunchy.
Make a serving plate by spreading the labneh at the bottom, then place the broccoli. Garnish with fried onions and pepper flakes, then serve.

Broccoli can be barbecued. In season, substitute cauliflower or romanesco cabbage for broccoli.
